Putin did not need to blow up houses in order to justify the invasion of Chechnya - Chechen terrorists themselves crossed the Russian border and invaded Dagestan province in 1999, the territory of Russia. There was a Muslim uprising in Dagestan, and Chechen Islamists invaded Russia to support Dagestani Islamists. Russia did not start the war. The war began with the Chechen aggression. The war began with the fact that Chechen troops crossed the Russian border. Putin had absolutely no need to blow up houses in Russia.

If Putin dreams of expansion and restoration of the old borders, then why didn't he seize Georgia in 2008? Why did the Russian army in August 2008 limit itself to only two small regions of Georgia, and not capture the whole country?
