As I understand this, there are two main goals: 1) map the actual spread of the virus in the entire population, and 2) map the mutation history of the virus.
deCode is not testing everyone, just a "random" part of the population. The problem: The testing is only on offer to anyone interested is the South-West part of Iceland. True, more than half the population is able to take part, but as the vast majority of COVID-19 cases are found in just that area, the results will inevitably be biased accordingly. The good news is the simple fact that whatever the result is, we KNOW that the final infection rate results will be the worst-imaginable-case scenario, the actual country-wise numbers are actually better.
Pleas note the Iceland had an active epidemic response team (not disbanded as in the US) that was aware of the impending problem, started testing, quarantining, isolating and TRACKING the infection source of every case, leading to further quarantining and isolations. Our very high per capita infection rate is simply because we, like South Korea and Taiwan, started very early and were able to catch and isolate most of the cases. The virus was NOT allowed to spread unnoticed.
