  2.  Human Being , I don't know about GREAT, but perhaps unavoidable. US police seem to be all too willing to shoot to kill at the least provocation, unlike almost all other Western police forces. True, they had a perfect excuse in this case, but still...

  3.  Julia Weber , unfortunately concepts like "apprehending a shooter" and "shoot to disable" seem to be alien concept in the US. Shoot to kill seems to be the only way for US police to handle cases like this.
