The Blue side is the American side for the Union side of the Civil War. They think they are more American and coopted the Lincoln Emancipation of the Black People. The Gray side is the Rebel Alliance of the Anti-Federal states' rights' side. When Reagan wrote his Executive Order on Federalism and Bill Clinton wrote another one on Federalism, others since have modulated the spirit of Reagan's original Executive Order. The Red GOP was really not able to really define itself too much. The Blue tends to put them on the defensive.
