China has the world's largest population, with Wuhan province alone having a population almost as significant as Italy (Wuhan's 58.5M versus Italy's 60.5M). Further, China put in place draconian quarantines for Wuhan so that nobody could leave, but that was weeks AFTER the outbreak (as very evident in its spread around the globe). Because Wuhan was ground zero for the virus and there were no hindrances by the Chinese government (e.g., suppressing warnings), the Wuhan people went about their business as usual. They unknowingly spread the virus much faster at its point of origin. The issue here is there's no way the total confirmed cases are 82,122. It's much higher than that. China has chosen not to be truthful with the rest of the world since the outbreak began. The math on the virus spread shows the total population infection to be approximately 1.2% based on 3.99% verified and of those 1.2% dying.

The number China hasn't reported:
~6,843,500 total unverified infected (roughly 1.2%; best guess estimate based on tapering projections)
The numbers China reported:
~82,122 total verified infected (roughly 3.99%)
3,304 total confirmed deaths (1.2%)
That 6.8 million is now traveling around China since lifting the restrictions. As long as international travel remains shutdown, China's second wave of infections should stay contained in China. Also, without international travel, the Chinese government cannot blame foreign powers for their second wave.
The TL;DR: the reason China and other Asian countries see a second wave is that there are way more people infected than they tested.
