@serebii666 Yes, Saudi-Arabia is at fault for financing the attack. What, do we now blame the victims?
So yes, I hold Serbia responsible for the inability to deal with its problem, especially in the context of the aggressive expansion of Serbia. They should have given in. What was the worst that could happen, 20% of the population dying?
I'd frankly love to write a longer comment, but since Youtube doesn't take so kindly to my attempts, an abbreviated version:
Russia and Serbia were not allied and Russia stuck its nose where it didn't belong, handing out a check they couldn't cover and escalating a potential Third Balkan War into a European crisis.
Yes, third, there were wars before WW1 and after WW1, meaning that the Great War was not the cause for the Balkan mess (ignoring that I will not let Serbia and Russia off the hook for it). You can find the fault in the smaller Balkan states bickering over their borders, from before WW1 to long after (as they still do today).

@serebii666 Yes, Saudi-Arabia was at fault since they financially aided the terrorists?
So yes, frankly Serbia should have given in, considering that it was an aggressively expanding kingdom with a terrorist problem which the government didn't seem to be able to control, after all the members of the Black Hand were embedded in the military and the bureaucracy and had already in the past killed their own royal family.
Which Serbia of course didn't, because Russia, not compelled through any treaty, they weren't allies with Serbia like Germany and Austria, wrote them their own blank cheque based on what, feeling embarrassment over having pulled back during the Bosnia crisis after getting humiliated by Japan and wanting to get some street cred back?
And don't give me that representation argument, not when Serbian military and officials literally help kill a reform minded Austrian.
So sure, "Austria" is at fault for the mess of the Balkans, don't take a look at the expanding Serbia or Russia sticking its nose where it didn't belong, or the rivalries between the smaller states that had already led to two wars before WW1 and led to more wars after, because they couldn't agree on their borders in the ethnically mixed region and still can't. Let's all together forget that WW1 was a result of the Balkan troubles, not its cause.

@serebii666 Saudi-Arabia aided the terrorists financially, so yes, they are guilty?
As for that aggressively expanding kingdom with an uncontrollable Black Hand problem, with its members were embedded in the military and the bureaucracy. Yes, they should have given in instead of accepting the Russian blank cheque
They didn't, though, because Russia backed them to the hilt, despite not actually being allied with Serbia, unlike how Germany and Austria were allied, and Russia did so out of a feeling of embarrassment for getting humiliated by Japan and losing street cred during the Bosnia crisis.
And don't give me that representation argument, when Serbian military officials helped kill someone who actually wanted reforms on the issue.
Lastly, you don't seriously want to pretend that WW1 is the cause for the Balkan mess? There were two wars shortly before WW1 started and wars after the war ended, proving that this ethnically mixed region was a mess before and after. That's why it was called the powder keg in the years leading up to the Great War.
Let's blame Austria, ignore that Russian expansion into the Balkans led to the emergence of these small Balkan states that couldn't and still can't agree on their borders, not to mention that it was Russia sticking its nose in someone else's business that escalated what would have been the Third Balkan war (because duh Austria wouldn't just take it) into a European war. Let's leave the small Balkan states off the hook, despite them constantly bickering over their borders. Sure, it's Austria at fault.
