@bonnie7898 False, Minsk hadn't been implemented because there was a dispute in which order the steps of the agreement had to be taken. Russia insisted on the order in which the points were written down, Ukraine wanted to move up those that minimised any leverage there was on Ukraine (because they didn't ever plan on implementing the agreement as they admitted at the time and since). Istanbul was torpedoed when Boris Johnson showed up to tell Ukraine they would never sign. After that torpedoing happened Bucha was discovered.

@bonnie7898 First of all, Ukraine isn't sovereign, but completely dependent on the West. Which brings me to the second point, of course a leader of a different country can tell another what to do. He just needs leverage. As for Minsk, the Russian ambassador to Ukraine signed, Russia was part of UN Security Council that voted the treaty into international law and Russia was part of the Normandy Format. So try again.
