  1. When Ukraine broke up along with the rest of the Soviet Bloc corruption was widespread. By the time they applied for NATO in 2008 they had improved because that level would never be tolerated. But on the 2 times I know about Ukraine was rejected both times. They had learned the corruption game from the best in Russia & old habits are hard to break. A vetting procedure for entry to the EU will only help them for the better. But it does take time. It will take time to shake off the corruption of Russia.
