  1. Russia would be wise to not do so. But recently, Russia saying they wouldn't do something doesn't hold up. Inversely saying they would do something hasn't work out either. Likely as not they are using this claim hoping to make it look like a good will gesture. When in fact they know they have shortcomings in the nuclear forces even worse than the problems in their conventional forces.
