Before we put the cart before the horse, there was a period of opportunity for break up before & it didn't happen. I have thought about this very scenario many times myself & it makes sense. Some Oblasts, Krais, and other Federal districts wonder why their natural resources go to enrich Moscow & St Peterburg. And before the Russian trolls bash me, I would include some break aways in my own country (The US) are freely talked about. But in the early 90's nothing was done to form these break away republics. It could be there will be more impetus this time. But I wouldn't count on there being a mass movement if the regime were to fall.
