  1. It's a 'dry read' but also read the book by Richard Pipes 'Russia Under the Old Regime'. They have been conditioned to this for centuries. It is a lot like eugenics.

  2. Ashley the Orcs have something similar called a pay card. I'm a little fuzzy on the family cards they can use but I think family members can be issued a card too with a certain percentage going to that. Their problem isn't figuring out how to disperse the money, it is putting money in the account in the first place that is the real problem.

  3. The reason many dead bodies were never claimed by the Orcs is they don't have to pay death benefits if they are only missing. This has been going on since last summer & missed payroll has been going on much longer than 4 months ago. It has only been a chronic problem since January.
