Shoigu is an engineer (not the choo-choo kind) by education. He became a politician just before putin took office. Putin befriended him & he made him Minister of defense. An office, as we can all see, he is ill suited too. He actually started his military career as the highest ranked soldier in the land (snickering). However, he is a first class kleptomaniac. He has absolutely no experience in battle.
