  1. My wife & I adopted in Russia & she is a therapeutic optometrist. She took some basic tools & did eye exams on children with bad eyesight. This has been some time ago but it will give you some idea of the lack of basic services to the less fortunate. I believe things haven't improved any. Most children had 'weak heart' on their record. The reason is the doctors would visit but give little care. If a child died, neglecting a condition, the diagnosis had been made. True story. This is the russian way. Cover your ass.
