  1. I think (not exactly sure how they work) that they don't write reports where they can't look into the situation. This flawed policy makes it look like they are giving tacit approval to the bad guys while making the ones that open up to them look like the bad guys. So in effect they are punishing the people that are open & honest with them. These are not the thought process of more developed brains.
