  1. I think Ukraine did absolutely the right thing giving up it's nukes in the early 90's. In retrospect or course, keeping a few tactical nukes would have been handy. But there are costs to maintaining these. If certain things are not done (no details because I think russia fails to do the same thing) they will only 'fizzle' not fuse. However, just having them may have been deterrence enough to have avoided this war. But they didn't know at the time their friends would only give them half-hearted help & there was the idea of russia actually being a friend. I still think they did the right thing even in hind sight.
