Russians can have a very strong nationalistic outrage. UA has them on the ropes right now in that regard. They know enough to have shame. If you start attacking infrastructure that supports the war, it will be spun that Russia is being attacked. It is possible to have a strong wave of patriotism & you don't want that. Roads leading to UA is obliterated 5km into Russia is fine. Attacking military bases well into Russia they will understand. Destroy a factory in Kazan & you may have this blow up in your face.
