  1. I suspect part of it is back channel negotiations. The US is likely in detailed talk with them about drastic nuclear arms reduction. A real cost saving measure now they are broke. They fear missing out on this opportunity which I kinda understand. I think they could give more help without endangering those talks. There is more going on than we know about.
