  1. If Putin & his war oligarchs had given tacit approval to war crimes but nothing like that happened in Ukraine. The average Russian tourist would probably still be welcomed. But war crimes committed in Ukraine aren't by Putin, Shoygu, Medvedev, or any of the leadership in Moscow. These were simply the facilitators. The ones committing these atrocities are just average Russians. With 20,000 indictments being prepared in Ukraine & 180,000 Russian troops being involved so far, I would say we have reached a tipping point taking actions against Russian tourists. Question them at the point of entry. A lot is known about the war criminals & their families. Let them return peacefully if there is no history. If there is history, hold them & grill them about why their sons are such monsters. Then let them return understanding they will be arrest next time they try entry. There is too much work to be done in Russia getting interested in politics & how such war criminals are raised there for tourism. People truly seeking asylum exempted. Once real change is made will be time for tourism.
