  1. When these thing happen (and a very small percentage may actually be accidental) Ukraine needs to just say 'No Comment'. There is no need to deny or confirm their involvement. Just let the Russians run with whatever narrative they like. I would try really hard to make another one happen the next day even more daring & worrying to the Russians. Let the Russian propaganda tie a noose around it's own neck. Then just stay quiet on the subject. A confident silence will be much more worrisome than making wild claims.
