  1. The atrocity of blowing up a dam in wartime would be a black mark against Putin. Only more horrific than his other atrocities he has committed because of the sudden huge lose of life & property. On the whole, it would be no worse than the others. But they took place over a long period of time & happened in secret. The dwarf emperor of the Kremlin isn't likely to give much thought to his place in history but might be swayed not to blow up a dam with threats of what would happen.
