  1. If you read the NATO charter there is no minimum requirement to stay in NATO. There is nothing mentioned about contributions at all. They know poor countries would be unable to pay much if any at all. Rich countries 'tagging along' notwithstanding.

  3.  @51madmitch  There are lots of fudge factors in any sort of agreement. Greece for example will be unlikely to pay anything for some time. While others in Europe probably should pay more. It still isn't a requirement.
