  1. They can't win anything on the battlefield so russia attacks civilian targets. Other despots have done the same thing. I imagine the dwarf emperor knows he has no legacy to leave for russia & won't be around to suffer the consequences. He only needs to decide if he wants his grave spat on for 20 years or 50.
