Ummm Cuba, Venezuela, or maybe NPRK. I doubt North Korea. Kim would tire of him pretty quick. India would be very weird. He would be taken out pretty quick there. Some say Saudi Arabia. I don't think they want the hassle.

@patrikfloding7985 Is your concern about tactical nukes have less oversight? Even then, putin probably couldn't control them alone.

@patrikfloding7985 At the start of the war, Tacticals could have possibly been launched on his order. But now the circles of power in the kremlin have a lot of oversight. Every battery commander has a phone number they call before the act on such an order. He could still call for a launch. But the people that do it better call that second number. One of the ways putin is loosing power. There are a myriad of other ways in the complicated 'Sovietesk' system. A strategic strike would never get off the ground with the long human launch chain they have & all the plants & spies that are in it. Tactical nuke could still be depending on the situation.

Considering how many plants were warning about invasion of Ukraine. I can't see them having any fewer people on 'the inside' in the russian human launch chain. This means the order would never reach the silos. Inside the kremlin, putin would be arrested about a minute & half after issuing such an order. So his nukes are as impotent as the rest of his military.
