Not only is the EU response weak but the entire world in recent years. In the current situation there is no need to beat on your chest threatening nuclear inhalation. Only dim witted, impotent leaders like Putin do that. It is enough for Russia to know it would be much worse for them if they try a tactical nuke. And magnitudes worse if they try a second one. They are also aware that countries with a tentative neutrality toward them would abandon them completely. Then where would they sell their oil? It's a matter of how long they want Putin's grave spat on. Decades or centuries?
