  1. All putin is trying to do is 'soften the edge' of when he calls for mobilization again in a week or two. He will have a stronger call when Ukraine 'breaks' the truce he calls for. Everyone will know that Ukraine never agreed to this truce outside of russia. But to a domestic audience inside russia it will be a case of moral outrage. Never mind all the 'green zone' truces he violated himself. But it might help delay the peasants from storming the Kremlin walls a little longer with torches & pitchforks.
