Enforcing what they have now would be a great start. It is very hard to track down gray markets but there are somethings that can be done.

Of course the russias don't act on their threat. They are led by weak little putin. But Lindsey Graham is wasting his breath. Not that it isn't a reasonable plea. But it is made to a man that cares nothin about how many bodies he stepped on to get his conquest. Now that putin's very life is in danger if he loses too much more, he certainly doesn't care how many lives he has to waste to stay alive. I'm sure Graham knows this already & it doesn't hurt to make it public. It is just useless.

Well . . . None they can really use. Tactical nukes are suppose to be more available with less safe guard. But every one of those commanders have a second phone number to call if they ever receive a launch order. And they damn well better call it.
