  2. So, if I understand you right, take a very small, poor country and give them a massive loan for help? And it is a loan or lend/lease? That was a loan only on what is kept, not destroyed or used. By the way the economy of the world powers were broken after WW@ but had every chance of coming back strong. Not so much Ukraine so Nemesis is quite correct if a loan.
