  1. It is an interesting concept. The dock facilities are probably destroyed & no way to get through. A competent military would put up nets/mines to prevent such a thing. But of course, competent isn't what we are dealing with here. I would think a series of heavy lift drones (20 kilos each?) at night could do the same thing. At least to bring supplies. Probably not practical to evacuate.
