It is unlikely. There seems to have been a bit of scrambling to 'quash' the story. But many filmed it & it eventually came out to where they couldn't hide it anymore. It is unlikely to have come from Ukraine. The more likely scenario is this was a local dissident group. Maybe not even full partisans but just wanting to make a point. In fact any of the those three version don't sound that likely. So . . . Maybe a Ukrainian deep penetration squad making it look like partisans? Who knows?

I don't think it has been covered but the idea isn't to drain russia dry of fuel. It produces far too much that it can't sell anyway. The idea in what Ukraine is doing is to literally attack the storage. You need a lot of fuel on hand to dump into the bunkers on a ship. If they have to fuel from a pipeline directly (which these facilities are set up to do anyway) it takes much longer. Refueling from a line of trucks dockside would take much longer than that. Even refueling aviation would be a hassle without storage.

@somnia3423 They are saying Germany is buying on the 'grey market'. They don't know that a 5€ test done at every point of transfer would show up a load of russian oil in about 10 minutes. Even trying to 'cut' russia oil 50 to 1 would look odd. So Germany isn't buying russian oil from India. India doesn't buy refined petroleum from russia at all. And Germany certainly doesn't get refined fuel products from India. Most of their oil comes from Norway & the Middle East.

Ukraine is about the start serious negotiations that the Orcs will understand very well. The preliminary talks have already begun & russia might decide to gloriously regroup all the way back home. I'm not talking about worthless negotiation like in '93, '94, & 2014 that russia violated repeatedly. I'm talking about real negotiations that will bring peace for a very long time. Blyatistan might not be able to attack a weaker neighbor for a couple of generations at least.
