  1. In the old days of the USSR, each unit would have a political officer. A commissariat. His job among others, was to shoot anyone with any thoughts of surrender. There is the equivalent today in any of the Orc officers. How would you expect anyone to surrender? Certainly small groups separated could & have. The commissariat is one of the few that carry ammunition all the time.
