  5. Shannon . . . An absolute like 'always' can't be done in war. You can't offer surrender during an artillery, mortar, or rocket attack. I'm sure the AFU is told something like 'Offer surrender but if you are ever in doubt, take it by force'. A tank blasting a trench line can't see a group with raised hands. They would need a pretty big white flag. And they aren't about to dismount to get close. Offering DOES help the mental health of those that fight.
