The Orcs & their pathetic attempts at propaganda are excellent reverse barometers of what is going on or what they would like you to believe is going on. He draws in foreign workers from many poor countries with the promise of jobs, then conscripts them immediately to go to Ukraine. This shady practice still doesn't get enough so he does have to recruit in the russian hinterlands. You might be surprised how much the still can go before conscripting heavily in moscow & st. pete
