  1. There are many NATO security partners that are not in, or don't seek NATO as a member. I'm not sure that Ukraine will seek membership out. They were actively wanting membership in 2008 but were basically told no due to the corruption at the time. There have been 3 or 4 times they sought membership. I'm not sure they will seek it again & there are other ways. Being in NATO would be provocative but this is more a case of 'who cares what Russia thinks?'. Allow a US base & Ukraine becomes a 'US Lackey' nation in the eyes of some. There are many other ways to make Ukraine strong to everything but nuclear attack. And then you circle back to NATO protection for that. It isn't an easy problem to solve. If I were Ukrainian I think I might reject NATO, allow partner nations a presence with the understanding it is temporary (maybe permanent for some). And many things domestically to improve security. Too long a list to put down here.
