'He must have done something good in the beginning ... to placate the people'. Russia has set up a 'social contract' between it's government & people shortly after the reign of terror by Joseph Stalin. Not too many people are starved or sent to gulags. Basically stability & some prosperity for the population. The the population doesn't ask too many questions & stays out of politics so the government can do as they please. And to a degree it has worked. If the ruling class were a gangster mob it would be called being paid a bribe.
