@frozentouch9608 no, and neither did he. He said "flight like hell" and "march peacefully to the capitol" (paraphrased). Those are different quotes, but dishonest people will attempt to make them one and the same quote. They'll also be the same people that say context matters. Ignoring context.

"He knew what he was doing" says you know what someone was thinking and know their intent, despite literal evidence to the contrary. Get a lot from people of your ilk. @centiret everything he did was legal, and he was morally obliged to do. None of it was illegal or wrong, or they'd already have tried to take him down for it, but they were left with dodgy court cases. It's pathetic.
