  1.  @hajoos.8360  the navy didn't have a say. It was a political decision. Ribbentrop spent a large portion of the pre war years in negotiations with the USSR for vital resources that Germany needed. The problem was that Germany had no money and no reasources to trade. The only thing they could offer for russian wheat/oil etc was finished goods and expertise. And the Soviets wanted military goods and expertise so that's what they got
