  2. You would need to stop deficit spending. Thats the main reason why a declining population is bad. Doesnt matter if the GDP goes down, its if the GDP goes down in relation to the national debt burden. And almost all nations are going to be crushed by that. So you either cut spending now, and billions go into poverty over night or you wait until you have multiple debt defaults and retaliatory defaults and then no one can borrow anymore and billions go into poverty and shiver in the dark. The latter is more likely to happen.
