i think data sets like these are flawed. You are look at large populations which miss something. Many of those individual women have zero children. And those who do have a more positive fertility rate, say three or four are dropped down massively by those women. The data either intentionally or unintentionally obfuscate this very known issue. The Japanese study (I cannot recall the name) of women who were married, most did have at least 2 if not three or more kids, while nearly a third of women remained unmarried and had zero. This greatly effects total fertility. The question of the later should be why. I think a lot of people who look at this are missing the forest through the trees.
