  1. The 14 year old rule was designed as a protection, allegedly, to protect young girls who needed to get abortions due to incest or bad home circumstances. Thats how it was sold and people believed it. This is in almost every state too, its covered Federally under HIPAA. Its how schools can cart off kids to Planned Parenthood to get them abortions without knowing anything. So much gets covered up this way.
