When I was a kid back in the early 80s we had something like this happen where I lived. A development on the other side of the freeway had to be stopped not because the builders couldnt build or didnt have the money, but because the residential area needed at least two ingress and egress points for fire and safety codes. That sounds like what has happened here. The company that was contracted to build said roads and bridge lack funds. The question is that since they are a subsidiary of the builder was it an intentional delay. The home builder company might be trying to earn extra money by wanting them out so when the bridge and roads are completed, they will be able to sell those homes for a higher price. All that said, this women and the other 40 odd buyers should get a lawyer and sue for damages both to the home builder and the construction company doing the roads and bridges.
