  1. Obviously. You're measuring light with light(cesium). Got a rubber ruler problem to begin with. Not by accident either. Watch "Expelled: no intelligence allowed w/ Ben Stein".

  2. Biggest limiter. The receiving sensors sensitivity(whether the eye or a photon detector at the end of an arrangement of mirrors to accumulate distance and accuracy). That is the limit of measurement.

  4. What about slowing the light down fast enough to measure it? Then it's what you want it to be. We can do that.
