  1. That wasn't by the book. The cop had the supposed that in his hand. You can see the guys hands on the ground in front of the cop. He gets up on his knees and takes 13 to the chest with 2 more for good measure. Don't know what the cop was thinking but that's murder y'all. He can't say there was an eminent threat if he's holding the dudes gun. It's not like he was strapped down like Neo in the matrix. Bad shoot.
