  1. Back in the '80s I was advocating for using the same system as alcohol for marijuana. Production for sale license, like a distillery. You can grow, but only sell to others licensed to sell. Distribution/retail, like a liquor store. You can buy from licensed producers only, and sell to the general public. Personal use. Like home brewers. You can grow a limited amount for yourself, but not sell it. I know many people of a more libertine bend might find the licensing excessive, but it seems like a reasonable compromise between an absolute free for all, and the absolute illegality currently in place.
