The evolution of atomic weapons and their effects can be seen in the civil defense films of the time. Films made in the late 1940's through the 50's have a common theme of one city, one bomb. Fallout is barely acknowledged. In one they talk about CD workers and fire departments going around and spraying the dust off suburban homes. (Because once it's in the sewer it doesn't matter, right?) Others warn people of short term rationing like they had in WWII. There was definitely a philosophy of looking at nuclear weapons as just big bombs with a little extra kick.
