@VioletRM Like people who knowingly get in to a pyramid scheme. They know what it is, but are hoping they are one of the few in early enough and can get out fast enough to walk away with a profit.

Old enough to figure out how to pull a scam. Too young (inexperienced) to know how to cover their tracks. Unfortunately there are probably hundreds of people who did the same thing and got away with it. Like you said, the government was overwhelmed. There is no way they know how much they paid, and to who.
