  1. Horizontal identification is a relatively new concept. It wasn't until after WWII that the French determined who was French and who was German, just living in France. In Spain today, many people still identify as Basque, not Spanish. In the US most citizens identified as belonging to a state, not a nation until the Civil War. This doesn't even include the dozens of unrecognized nations created by drawing arbitrary lines on maps by foreign powers. Maps of Africa, the Middle East, and Asia would look much different if locals had drawn them. Not that they always agree either. Unfortunately it usually takes a lot of people shooting a lot of other people before the idea catches on.
