For Americans, the difference between VAT and sales tax, oversimplified. Sales tax, usually at the state level, is applied once at and paid by the retail consumer. The VAT is applied at each level of production and distribution. So, for example, a tire company would pay it for the components to make the tires. The auto parts supply company would pat it again when they bought the tires. The service shop where you take your car to get new tires would pay it again when buying them from the supply company. Some companies do get partial credits, most do not. This is why the prices for certain items can be much higher in some European countries than America.
