  1. Except members of the city council, the mayor's office, and their families bought up the better ones for relative pennies. They did some refurbishing, then converted most of them to Sec 8 or other subsidized housing for guaranteed rent from the state or federal government. The fact that these were mostly sold under the condition of being a primary residence, not rental or investment property doesn't matter.
