  1. When she got to "We didn't crunch the numbers" she admitted they were in no way prepared for what might happen. That was the first thing she should have been doing. They should have two plans. First, if the courts decide to create a new city starting with the latest decision, second if they set the date based on the original decision. My guess is that they don't want to actually have official numbers on paper how much Baton Rouge is bleeding from the new area. It would destroy their "We've been paying them" argument.
