  2. Not that new. A friend helps build mini homes in the Portland area for the homeless. They are micro versions of gated communities. Fences with only two ways in or out. Many have cameras, though only pointed at the gates, never inward. Residents monitor who is there, and why. Enforcers (Cops without badges) will remove trespassers and help settle disputes between residents.
